Who We Are: Legal Clinic Myanmar (LCM)

Legal Clinic Myanmar (LCM) is a legal and rights-based organization founded in 2011. Our primary objective is to empower citizens with knowledge of their legal and human rights, ensuring that everyone—particularly marginalized and vulnerable populations — can claim and protect these rights. We are dedicated to promoting the rule of law and fostering a culture where justice, equality, and human dignity are respected and upheld.

Since 2021, there are very limited legal aid organizations and pro-bono lawyers in Myanmar, creating a significant gap in legal aid services and access to justice. The legal aid organizations continue to face serious challenges, including limited funding and persistent safety and security risks. Despite these obstacles, the need for legal support among vulnerable communities has become even more urgent, as many people struggle to survive and seek justice. In response, LCM remains steadfast in its commitment to expand and sustain its work, ensuring that legal aid and remedies are accessible even in the most difficult circumstances. Our dedication to justice is unwavering.

LCM achieves its objectives through a combination of legal aid, education, research, advocacy, paralegal empowerment and community engagement. We provide direct support to individuals, build the capacity of communities and legal professionals, and raise public awareness of rights and legal remedies. By conducting evidence-based research, engaging with policymakers, and forming strategic partnerships, we work to strengthen access to justice, protect human rights, and promote the rule of law across Myanmar.

Our People: Leadership and Team

Founded by 11 passionate young lawyers, LCM’s dynamic team now includes advocates, pleaders, retired prosecutors, and community paralegals across Myanmar. Guided by the philosophy that “justice must be accessible to everyone,” we ensure legal support reaches those most in need. Notably, LCM is a women-led organization, with 70% of our team being women, holding key roles in decision-making, management, and advocacy. Our Executive, Program, Legal Aid, Administration & Procurement, Finance and Account, HR, Audit, Training and Research departments collaborate to advance our mission.

N Hkawn Din

Deputy Director & Advocate

Joining LCM as a founding member in August 2011, N Hkawn Din plays a crucial role as Deputy Director. With a deep understanding of legal and political systems, she supports the overall management and operational excellence of LCM’s programs across Myanmar.

Daw Hla Hla Yee

Director & Advocate

A founding member of LCM since August 2011, Daw Hla Hla Yee brings extensive experience in human rights law and advocacy. As Director, she oversees the organization’s strategic direction and ensures our mission of promoting the rule of law and human rights is upheld.

Ja Seng Mai

Training Manager & Advocate

A founding member of LCM since August 2011, Ja Seng Mai leads the Training Department. Her passion for empowering communities ensures that LCM’s legal education and paralegal training programs are effective in raising awareness and building capacity for justice from the ground up.
